I know that GIMP has a function that lets you string together images and set up templates such as waves. But the process involved im not entirely sure.

oh you mean just motion not actual moving art, I just added a little smudge down the one side of the focal image (in this case the mech) and then for added effect added lighting to the one side as per suggestion from zeel and lark

his avatar was drawn by a cartoonist i bet. However, I can make a tutorial on how to animate stuff with rain, spinning, bouncing, etc if you'd like.
